OpenAI’s ChatGPT Dominates Congressional AI Spending

According to a recent report by CNBC, OpenAI’s ChatGPT has emerged as the preferred AI tool for the US Congress, accounting for a significant majority of the total spending on AI tools by House offices, committees, and institutional accounts during the year ending in March 31.

As per the House disbursement records, OpenAI received roughly 90% of all spending on AI tools, with ChatGPT being the primary beneficiary of this spending spree. The data reveals that Congress spent around $100,580 across 798 transactions on ChatGPT, out of at least $113,740 in total AI spending.

A Clear Divide in AI Adoption

Notably, the AI adoption patterns in Congress show a significant divide along party lines. Democratic offices accounted for $54,165 in AI purchases, which is roughly three times the $15,782 spent by Republican offices.

This disparity in AI adoption highlights the varying levels of technological sophistication and preparedness among different Congressional offices. While some offices are embracing AI tools to streamline their operations and enhance their productivity, others appear to be lagging behind.

The Various Uses of ChatGPT in Congress

ChatGPT and other AI tools are being used by Congressional staffers for a wide range of tasks, including writing memos, summarizing and analyzing legislation, responding to constituents, preparing hearing materials, sorting through policy research, and even drafting social media posts.

The versatility and convenience offered by ChatGPT have made it an indispensable tool for many Congressional offices. By leveraging AI, these offices can optimize their workflows, improve their decision-making processes, and ultimately, better serve their constituents.

Anthropic’s Claude Trails Behind

While OpenAI’s ChatGPT dominated the AI spending landscape in Congress, Anthropic’s Claude trailed behind with a relatively modest $13,160 in spending across 37 transactions.

The lower adoption rate of Claude compared to ChatGPT can be attributed to various factors, including the latter’s greater maturity and the broader range of applications it supports. However, it is worth noting that Claude is still a relatively new entrant in the AI market, and its adoption is likely to increase in the coming months.

Exclusions and Limitations

The insights provided by the report exclude any Congressional AI adoption from free accounts or AI bundled into broader software contracts. This means that the actual spending on AI tools in Congress may be higher than what is reported in the data.

Furthermore, the report does not provide any information on the specific use cases or applications of AI tools in Congress. While it highlights the significant spending on AI tools, it does not delve into the details of how these tools are being used to improve Congressional operations.
